What is a VATRE?

A Voter-Approval Tax Rate Election is an election that allows voters to decide whether the school district can increase its Maintenance & Operations (M&O) tax rate above the amount allowed by state law without an election.

Unlike a bond election, a VATRE does not pay for new buildings or construction projects.

Instead, it provides annual, recurring funding that can be used for the district's day-to-day operations, such as:

  • PRESERVING STUDENT PROGRAMS
  • MAINTAINING DAILY OPERATIONS
  • REDUCING THE BUDGET DEFICIT

Graphic explaining Huffman ISD’s proposed three VATRE pennies. The 2025–26 approved tax rate is $1.0637 per $100 valuation. The 2026–27 voter-approved tax rate is $1.0337. If the VATRE passes, the 2026–27 tax rate would be $1.0637—resulting in a $0 increase to the total tax rate compared with 2025–26.

Graphic explaining that three additional Golden Pennies would generate $2 million in recurring funding each year for Huffman ISD.

New development creates more local tax dollars, but those dollars fill the local portion of the funding cup first. Once the cup is full, any additional dollars are recaptured by the state-not by our school district. A VATRE allows the district to access 3 additional golden pennies, bringing more state funds to the district.
